Most affordable housing programs help the first buyer. When that buyer sells, the home returns to market price and the public investment is gone. Community land trusts work differently — the trust retains ownership of the land and restricts resale prices permanently, so every buyer after the first one pays an affordable price too.
The CLT model treats affordability as infrastructure, not a one-time subsidy.
Western Spaces prepared the market study for Two Rivers Phase II, a community land trust development by Chaffee Housing Trust offering permanently affordable homes in Salida. The demand analysis focused on income-qualified renter households ready to transition to ownership — households that earn too much for subsidized housing but too little for the for-sale market. The CLT model fills that gap, and the study documented how wide it is.
The study was delivered to the Colorado Division of Housing in support of the project’s funding application.
