Not every housing barrier is about funding or land costs. In Delta, the development approval process itself had become the obstacle — paper applications, spreadsheet tracking, calendar reminders for deadlines. Builders with viable projects were walking away before they started.

Proposition 123 brought communities like Delta to the table that might not have engaged otherwise.

Each community started from a different point in the housing conversation.

Western Spaces worked with Dynamic Planning + Science over a 12-month engagement to design a fast-track approval program and review the city’s unified development code. The program targets 50 to 80% faster processing for qualifying residential projects, paired with an incentive menu — fee waivers, density bonuses, reduced parking minimums — that removes the bottlenecks. A fix that cost the city nothing but required rethinking how it processed applications.
