Most housing action plans are written by consultants and presented to the community as finished products. Archuleta County is taking a different approach — the community is building the plan itself.
Western Spaces serves as engagement and housing specialist under ECOnorthwest, designing and facilitating a multi-session working group of county officials, housing providers, employers, and residents. Each session uses a custom interactive dashboard to present data, track priorities in real time, and build consensus.
The working group came prepared and ready to do the work — the facilitation adapted to that readiness rather than following a fixed script.
They have thought through the problems and are willing to make hard trade-offs. By the end, the group will own the plan because they will have made the decisions that shaped it.
