Most small towns in southwest Colorado can’t afford their own housing needs assessment. But SB24-174 requires one, and the housing challenges in Silverton look different from those in Durango or Cortez. A regional approach needed to capture those differences without losing local detail.

Every community gets the power of a full housing needs assessment without the cost of commissioning one individually.

Western Spaces is designing and building an automated HNA platform for the Southwest Colorado Council of Governments and Region 9 Economic Development District, serving 21 jurisdictions across five counties. The platform pulls from more than 10 public data sources, validates and standardizes the data, and presents findings through an interactive dashboard organized by statutory HNA sections — all at the municipal level. It also provides opportunities for local inputs and insight, so communities can add context that the numbers alone don’t capture. Data exports to usable spreadsheet formats, and the platform generates a fully automated written report. It replaces what would otherwise require individual studies for each jurisdiction, giving every community access to consistent, comparable housing data. The six-year contract includes ongoing updates and support.
